Hong Kong Arts Centre Welcomes the 2025 Policy Address
(Hong Kong – 18 September, 2025) The Hong Kong Arts Centre (HKAC) welcomes and supports the "2025 Policy Address" released by the HKSAR government yesterday. Since the announced of the “Blueprint for Arts and Culture and Creative Industries Development “by the Culture, Sports and Tourism Bureau last year, the direction for cultural and artistic development in Hong Kong has become increasingly defined. The measures proposed in this Policy Address align closely with the HKAC’s development goals. HKAC will continue to actively engage with government policies by planning diverse and international large-scale art projects, thereby fostering the long-term development of the local cultural and artistic ecosystem.
Mr. Peter LAU, Chairman of the Board of Governors at the HKAC, stated, "We are excited to see the launch of the forward-looking cultural and artistic policies in the '2025 Policy Address,' and we wholeheartedly support these initiatives. The HKAC has launched the 'Collect Hong Kong 2025' art fair earlier this year; our collaboration with artists for the 'Comix Arts Festival 2025' in July; the revamping of the ‘Hong Kong Independent Short Film and Video Awards (ifva)’ to support emerging filmmakers; and the promotion of the ‘Jockey Club ICH+ Innovative Heritage Education Programme’; are all significant initiatives aligned with the HKSAR government's commitment to arts development. Additionally, the Hong Kong Art School (HKAS) has been providing professional art courses for 25 years, reflecting our dedication to promoting the diversification and internationalisation of the cultural and artistic sectors. We firmly believe that these policies and resource investments will further enrich Hong Kong's cultural and creative ecosystem and enhance its international influence."
The projects and activities of the Hong Kong Arts Centre are closely aligned with the “2025 Policy Address”:

HKAC initiatives |
Establish an arts ecosystem |
In March of this year, HKAC successfully launched the inaugural "Collect Hong Kong 2025" art fair during "Art Month," becoming the first large-scale air fair in Hong Kong dedicated to local artists. The event attracted over 300 artists and showcased more than 600 artworks, receiving extensive media coverage and enthusiastic public acclaim. Next year, HKAC will introduce an enhanced version of "Collect Hong Kong," further expanding its scope to provide local artists with a comprehensive platform for showcasing their work and facilitating meaningful international exchange. |
Support for local talents in cultural design to create more cultural and creative products |
In the recently concluded month of July, the "Comix Arts Festival 2025" strengthened HKAC’s collaboration with local comic and illustration artists by debuting intellectual property derivative products, including merchandise and toys. The event also extended to a hotel venue, successfully broadening the reach of comic art to a wider audience. |
Film industry development |
To support the development of the film industry, the HKAC has recently announced a comprehensive revamp of the “Hong Kong Independent Short Film and Video Awards (ifva)." This initiative encompasses three main parts: Competition, Screening and Education. These elements will work together to enhance the quality of short film creation, provide filmmakers with opportunities to showcase their own works, and strengthen education and exchange to nurture the next generation of filmmakers.” Additionally, HKAC are actively preparing for the 30th ifva event and are seeking sponsorship partners to ensure its success. |
Art Education |
The HKAS, affiliated with the HKAC, has been providing professional art courses for 25 years, successfully nurtured approximately 4,000 students. More than 80% of graduates have launched careers in the arts, culture, design, creative industries, and art education, positioning HKAS as a vital incubator for contemporary artists. This year, the HKAC introduced a broader and more comprehensive children's art programmes, along with short-term courses for adults, further expanding the reach of art education. |
The promotion of intangible cultural heritage |
The HKAS has partnered with Lingnan University on the "Jockey Club ICH+ Innovative Heritage Education Programme," aims to preserve, promote, redefine and revitalize the ICH of Hong Kong by means of a holistic model that integrates education, revitalisation and investigation. By bringing together traditional artisans, contemporary art practitioners, and the general public, the programme enhances understanding of traditional values and local identity. |
Looking ahead, the HKAC will remain aligned with government policies to enhance the cultivation of local artistic talent, foster cultural exchange both locally and internationally, and promote the industrialisation of the creative arts. The HKAC are eager to collaborate with the HKSAR government and various stakeholders to develop a richer and more diverse cultural and artistic landscape. Together, HKAC aim to strengthen community cohesion and creativity, infusing new energy into Hong Kong's cultural future.
